UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a latest poll of local authorities, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of local authorities are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and land to support their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a significant number of authorities seeking to raise money from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England announced its asset disposal plan featured the sale of a retail complex in Rainham and a social club in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Rises and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of councils will need to increase council taxes next April to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and financial savings,” said Vince Maple.

He added: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

A survey of county councils recently further found council budgets being stretched by the increasing figures of young people and adults needing special educational assistance.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document outlining those changes has been postponed.

Deprivation and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, many key cities members were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest IMD measures,” noted the study.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The figures underscores the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting funding system that reflects and responds to the real levels of disadvantage and demand,” said a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey found.
